BUILDING A H.R.M. CULTURAL PLAN

In February 2005, HRM Regional Council authorized the establishment of the Cultural Advisory Committee (CAC) to develop a draft Cultural Plan to help guide the region's future cultural development. On Sept. 13th, the CAC presented its draft Goals and Objectives to Council and received an unanimous endorsement. Hopefully, It will bring together all the various ideas and opinions that have been received into one coherent vision that can be used to shape HRM's cultural future and form the basis of the Cultural Plan.

The plan, which will encompass rural, suburban, and urban areas, will recognize culture as the foundation of HRM's social vitality and a major driver of economic and community development. This solid framework was derived from an extensive public consultation process.

Phase one was conducted in June and July 2005. During August and September, the Goals and Objectives were drafted and presented to HRM Council. The CAC will soon be starting phase two of its public consultations, as well as launching its own web page on the HRM web site. It is expected that a final draft of the Cultural Plan will be before Regional Council by late Fall. Then phase three of public consultation should begin.

WOOD SALVAGE PROGRAM RESUMES

Neenah Paper has resumed its wood salvage operations of clearing Hurricane Juan damaged woodland stands within the West Lawrencetown and Mineville areas. Nearby residents should be receiving Notices that indicate this resumption and should be prepared to expect noise from the harvesting machines. At issue is the 24 hour nature of this operation. The actual operating time the harvest processors will spend on any one site will vary, and the degree of noise will be contingent on proximity of the machinery to a residence. A rough estimate could be 4-7 days (or more) on larger sites, and somewhat less for smaller harvest areas. This Provincial initiative is immune to and exempted from the HRM Noise By-law. A Letter of Clearance from our HRM By-law Enforcement has been provided to Neenah Paper machine operators in order to assist with any local queries. This was the case back last January - March 2005 when this Enhanced Wood Salvage Operation first got underway in the Cole Harbour & West Lawrencetown areas. This salvage harvest operation is planned to continue until April 2006 in various sites throughout the CFIA Brown Spruce Long-horn Beetle zone. My apologies to everyone about the noise but it is one of those 'necessary evils' we must endure for a short time for the long term gain from reducing the significant fire risk to our area.

 

OPEN AIR BURNING BAN LIFTED

On Sept. 15th, DNR Minister lifted the ban on all open fires. Provincial Burning Permits are still required up until Oct 16th but HRM permits are required year round. The DNR Provincial Fire Weather Index (FWI) is on-line: www.gov.ns.ca/natr/protection/wildfire/fwi/default.htm . Please be careful while burning.

 

CITYWATCH INFORMS COMMUNITY

The CityWatch system enables HRM to notify area residents through an automated telephone messaging system to advise the public of any emergency situations or crime alerts in their area. The objective of this program is to share information with the goal of reducing crime and fears accompanying criminal activity. Neighbourhood Watch, Citizens On Patrol and CrimeStoppers also provides a means of reducing the opportunity for crime to occur, through the active participation of citizens in crime prevention. CityWatch can also be used to enhance local volunteer community organizations by giving out special notice calls and reminders that can be sent out to its respective membership about important meetings. Your name, address and phone number are kept on file within the City Watch database. Access to your datafile is restricted. The CityWatch system, which was originally established by the Burnside Business Society, has been expanded from 24 telephone lines to 72 telephone lines. The Halifax Detachment of the RCMP has joined the Halifax Regional Police and EMO as a partner in this venture. Strong community involvement is encouraged because neighbourhood unity can deter crime. Neighbours joined together do help correct situations that threaten our peace and safety.
