Councillor’s Communiqué : August 2005 - Issue # 93

BRUSH PICK-UP IN PROGRESS

The pick-up of Hurricane Juan brush debris within the Quarantined Brown Spruce Long-horn Beetle zone should now be underway. The following communities will have the opportunity of having their brush picked up once again: Lake Echo & Mineville (west of the waterline), East Preston, North Preston, Lawrencetown, Little Salmon River, Ross Road, Westphal, Lake Major, Cherry Brook, Lake Loon, Montague Mines, Spider Lake, Cole Harbour ( east of Bissett Lake & south of the old Railway corridor), Cow Bay and Eastern Passage ( east of Caldwell Rd).

With the magnitude of debris, it is important for us to be focussed on accomplishing this task during this month of August. Residents have to utilize their time, especially on weekends, to stockpile their brush and branches (up to 4 inches in diameter ) along the edge of their property nearest to the road. Pick-up of material will be done on a rotational basis throughout the affected communities. It is important to remember that the purpose of this brush pick-up  program is to make our homes and neighbourhoods safer. For more details about how to 'Fire Smart' your home and property please refer to these web-sites:

So please prepare and ready yourselves. Official notification will be circulated to confirm the details of the brush debris pick-up schedule. Your cooperation is critical.

HRM BURNING BYLAW AMENDED

On July 5th, 2005, HRM Regional Council passed Amendment O-108 to the Open-Air Burning By-Law that will now permit the issuance of municipal burning permits during the provincial fire season (April 15th to October 15th - dates inclusive) at the discretion of the local fire chiefs when safe climate conditions warrant it to do so. So let's take advantage of every rainy day we get in order to minimize and reduce the volume of bio-mass debris that is still out there. Residents seeking burning permits, will still need a DNR permit.  DNR still has the right to cancel permits and invoke a ban of all open-fires and travel within our woods if dangerous dry conditions warrant it so. The DNR Provincial Fire Weather Index (FWI) is available on-line at:  http://www.gov.ns.ca/natr/protection/wildfire/fwi/default.htm . This will indicate what the current status of fire risks is in our woodlands. With the abundance of Juan debris still about, it is hoped that residents within the CFIA  Beetle zone will take advantage of the brush pick-up program. But for those residents outside this area, brush can now be burnt year-round as long as local conditions are deemed to be safe enough to do so. BUT exercise caution when burning!

ADDRESS CHANGES & ROAD SIGNS

Furthermore to my earlier articles about the Civic Addressing Project ( JAN. 2005 - Issue # 86 & APRIL 2005 - Issue # 89), HRM has completed validating its civic address database for Lake Echo, Mineville, the  Lawrencetowns, Porter's Lake, the Chezzetcooks and elsewhere along the entire Eastern Shore. This work was done in cooperation with the Province to improve the 9-1-1 service. As each community in our area was examined, this civic addressing  review has named several un-named roadways and private lanes. As well, many roads with duplicated street names and/or incorrect civic numbers were adjusted. (See list below)  Most of these address changes will take effect by August 15th, 2005. Along with these civic address changes has come the placement of new directional road signs. These new signs are quite larger than what we have been used too. The larger print on these signs make it visually easier for emergency services and other travellers to read the upcoming road sign well before they pass it.  However; there has been some enquiries about the positioning of these signs. It has been expressed that they need directional arrows and the sign-posts should be repositioned immediately next to the roads itself. These concerns have been forwarded to the appropriate municipal & provincial authorities in an attempt to correct these misunderstandings and eliminate most of the confusion. The HRM Civic Addressing Project will now move into the communities of East Preston & North Preston before starting into Metro next year.
