H.R.M. District 3 Councillor’s Communiqué
August 2010 - Issue # 153

PORTERS LAKE WATERSHED STUDY
As reported in August 2008, Issue # 129, before the Community Visioning exercise for the Porters Lake area can proceed, a servicing analysis needs to be undertaken. The study is to assess options for servicing the lands within the Lake Echo / Porter's Lake / Chezzetcook Servicing Study Area with central water and/or sewer. The study has been designed to identify appropriate locations and examine options for the provision of central water and small scale wastewater management systems, determine if the flows from central servicing can be assimilated by receiving waters, design a conceptual level distribution system and determine order of magnitude capital costs. The initial report on this process was provided to Council in February / March 2008. Go to: www.halifax.ca/council/agendasc/documents/080304ca82.pdf

Since then, HRM staff have developed the Terms of Reference for the study. It has been coupled with the watershed study for the Upper Tantallon / St. Margaret's Bay area in order to gain a better consultant's bid price.

There were 4 bidders for this Tender #10-017 - Stantec, Conestoga Rovers & Assoc., AECOM, and CBCL Ltd. The contract was posted and awarded to CBCL on April 16th. Expect more details to unfold as the consultants will be engaging in several community contact sessions.

A questionnaire on surface water use in the Porters Lake area is available at http://www.surveymk.com/s/plwsurvey, please complete the questionnaire if you have an interest in using the surface waters in the study area. A similar survey for Lake Echo will be posted early next year.

If you want more details about the project, please contact either myself, or HRM's Maureen Ryan at ryanm@halifax.ca . If you have queries about the surface water quality questionnaire, please CBCL Limited at 421-7241: Gordon Smith at gordons@cbcl.ca.
