H.R.M. District 3 Councillor’s Communiqué
June 2010 - Issue # 151

RESPONSIBLE DOG OWNERSHIP

HRM Animal Control By-law A-300 (www.halifax.ca/legislation/bylaws/hrm/documents/By-LawA-300.pdf ) is intended to promote responsible pet ownership.  However there have been some complaints about untidy owners who are not picking up after their dogs. Sections 7 (1c) & 9 (1d) of the by-law specifies that a dog is not to defecate on any public or private property other than the property of it's owner, without the dog owner immediately removing the defecation. So please be respectful and clean up the doggie doo. And please do not kick the poop into the roadside ditches because that can lead to other environmental run-off problems.

MOTORCYCLES & SCOOTERS USE

The month of May was proclaimed Motorcycle Safety Awareness Month by the province and Safety Services Nova Scotia wants to increase driver awareness of additional motorcycle traffic on our roadways. There are many social, environmental and recreational benefits of motorcycle and scooter riding. These modes of transportation can help reduce traffic and parking congestion. And being smaller and lighter than most vehicles, leads to less wear and tear on roadway infrastructure. One of the key events coming up for motorcycle awareness is "Ride To Work Day", on Monday, June 21st, whereby motorcycle and scooter owners are encouraged to ride to work on this particular day. For more details, go to these web-sites : www.novascotiabikers.com or www.ridetowork.org .  More information on motorcycle safety and training courses can be found on the Safety Services Nova Scotia at www.safetyservicesns.com . Please ride safe.

INPUT ON COASTAL STRATEGY

The State of Nova Scotia's Coast Report gives an overview of the condition of our coastal areas and resources. This allows us to create a baseline to determine future trends. It describes physical, ecological, and socio-economic characteristics of the coast, and examines six priority coastal issues in more detail. From the information in the Report and feedback from coastal stakeholders, the government will develop a Sustainable Coastal Development Strategy. Once completed, this Strategy will serve as the road map for addressing the coastal issues that matter most to Nova Scotians. The province wants to hear what Nova Scotians have to say about the future of their coast. Regional open-houses were held throughout the province during the month of May, but individuals can still provide their insight and input until June 30th. If you have additional comments, you can provide them in writing by e-mail, fax or mail. Contact Information - Mail : c/o Coastal Coordinator - NS Fisheries & Aquaculture - P.O. RETIREMENT HOME PARK REPORT

On Wednesday, June 9th at 7 PM the Marine Drive Valley & Canal Community Council  will have a meeting at the Lake Echo Community Centre to receive the staff report  for Case # 01278 - Municipal Planning Strategy (MPS) / Land Use Bylaw Amendments to permit a Mobile Home Park by Development Agreement for Lake Echo. This is the proposal for a Retirement Home Park by Paul Norwood & Mountainview Mobile Home Park Ltd. More details on this file can be found at:  www.halifax.ca/planning/Case01278Details.html . Because this application requires an MPS amendment, the decision to proceed or not will rest with Regional Council. If they decide to consider the amendment, then a public hearing will be scheduled thus giving  citizens an opportunity to express their concerns about this proposal before a final decision is made.
