NEW SCHOOL & REC CENTRE
At a
public meeting on April 22nd, floor plans and
conceptual drawings for the new Lakeview School and
District Recreation Centre were presented. This new
community facility will be built as an addition /
enhancement to the new elementary school. Both
facilities are scheduled to be open for use in
September 2011. Members of the public were invited
to submit ideas and suggestions for recreation
programs and services that they would like to have
offered at the new facility. Also there is an
appeal for volunteers to join the management /
advisory board for the new community district
centre. This project is moving forward at this time
because of the unique opportunity to combine it with
a new school, saving millions of dollars over the
cost of constructing a stand-alone facility. Funding
for the recreation facility add-on ($3.3 Million)
has been approved by HRM Council and consists of 50%
funding from HRM Capital Budget ($1.65 M), and the
remainder will be recovered by a combination of an
area rate tax levy and some community fundraising.
As a result, the former District 3 Capital Area Rate
will be reinstated at a proposed rate of no more
than $24.00 per $100,000 of assessment which was
charged on property tax bills in the District from
1999 to 2005.
Back
then, the following district projects were funded
from our local area rate:
Lake Echo Community Centre Upgrades; Chezzetcook
Fire Station Elevator Tower; Chezzetcook Fire
Station Septic Field; Lawrencetown Community Centre
Upgrades; Kinap Athletic / Canoe Club Upgrades; Head
Chezzetcook School Conversion; Grand Desert / Ste.
Therese Ctr Conversion; East Preston Recreation
Centre Upgrades; and Seaforth Hall Renovations.
A ten
year debenture will finance the project but the
local area rate will only be required for an
estimated 5 to 8 year period or less. The duration
and amount of the area tax rate will depend upon the
size of a philanthropic gift that is anticipated
towards this community project.
