Councillor’s Communiqué : October 2006 - Issue # 107

BURNING SEASON ONCE AGAIN ?
As of October 16th, weather permitting of course, and whether or not the NS Forest Weather Index (FWI) is at a low to moderate reading, then Open-Air Burning outside the Urban No-Burn Zone may once again be allowed. Under HRM's Open-Air Burning Bylaw O-103, the burning of brush can be done 7 days a week from 8:00 AM to 9:00 PM and all fires must be completely extinguished by 11:00 PM. HRM Fire Permits ( at no charge ) are still needed but the local fire departments still has the right to limit the number of municipal permits issued. This will be determined locally in order not to overwhelm their response capability. The NS Minister of Natural Resources still has the authority to extend the regular legislated Fire Season ( April 15th to October 15th ) if forest and weather conditions are considered to be too dry for safety sake. For the latest information on our FWI readings, go to:

www.gov.ns.ca/natr/protection/wildfire/fwi/default.htm and check out the related links to keep yourself safe from the risks of wildfires. Careless debris burning has been the cause of many wildfires. If you must burn debris, do so safely. Please use extreme caution when burning. Municipal setback requirements are more stringent than Provincial guidelines for safe fire separation. Make sure there is little or no wind that can blow sparks or ash towards structures or vegetation. Keep fire fighting tools on hand; (a charged garden hose, shovel, rake, buckets). Soak ashes well and let sit in a metal container for at least 24 hours before disposing them. If you would like more information on how you can burn safely or reduce the risk of losing your home to wildfire, check out these 3 web-sites: www.firewise.org/fw_youcanuse/vrhome/index.htm

MUNICIPAL ARCHIVES OPENS
Back in 2005 HRM established its Municipal Archives. It is the official repository for all inactive Municipal records of enduring administrative, legal, fiscal, historical, or informational value. Some of its holdings date back to the 1830's. The facility is located at 81 Ilsley Avenue in Burnside and it is now open for the general public to access. These records are preserved as evidence of the Municipality's functions, policies, decisions, operations and citizen interactions. The municipal record is complemented by the archival records of individuals, businesses and organizations active in the municipal sphere. The Archives preserves this documentary heritage and makes its holdings accessible and meaningful for today's needs and for future generations. HRM Municipal Archives is interested in receiving donations of records created by individuals, families, businesses or non-governmental organizations active within the municipality. The donation must meet the terms of HRM's Acquisition Policy, and if the records fit the acquisition mandate of another local repository, we will refer the donor to them. Donating your records to an Archives is an important contribution to preserving our documentary heritage. In addition to the knowledge that your records will be securely preserved and made accessible to future generations, donors may request a receipt for their gift to the municipality, which they can use for an income tax deduction. To contact them via E-mail: archives@halifax.ca or by

Telephone: 490-4643 Fax: 490-6299 or by Mail: P.O. Box 1749 Halifax, NS, B3J 3A5 or visit the HRM Archives. Its Hours of Operations are: Tuesdays ( 10 AM - 1 PM ) Wednesdays & Thursdays ( 1 PM - 4 PM ) or at other times by appointment only. For more information, please go to their Web-site : www.halifax.ca/archives .
